Delaware’s statewide median home sale price sits around $349,000 to $398,000, depending on the data source and timeframe, with coastal Sussex County (Rehoboth Beach, Lewes) pulling that figure up significantly. Wilmington, the state’s largest city, runs cheaper, with median prices in the $215,000-$325,000 range, but even those numbers translate to monthly payments that require strong underwriting approval.

The Delaware State Housing Authority (DSHA) runs the state’s primary first-time buyer programs, including the Welcome Home Mortgage and the First State Home Loan down payment assistance program. Both require a minimum 620 credit score for all borrowers. Applicants with scores below 660 are required to complete eight hours of HUD-approved homebuyer counseling before closing. Credit card debt is where Delaware’s law gets genuinely contested. Some sources apply the same 3-year written-contract window from Del. Code tit. 10, §8106, treating credit card agreements as written contracts. Other sources and some practitioners cite a separate 4-year period for open accounts. Delaware courts have not produced a single uniform answer on this classification. Wage garnishment

Delaware’s wage garnishment cap is 15% of disposable income under Del. Code tit. 10, §4913. That is stricter than the federal limit of 25%, making Delaware one of the more debtor-protective states on this issue. Delaware also generally shields bank accounts from creditor garnishment under Del. Code tit. 12, §3502(b), which means a creditor with a judgment against you typically cannot reach money sitting in your checking account the way they could in other states. Self-employment income is also generally not subject to wage garnishment in Delaware.
